RCAP Solutions: A Brief History
RCAP Solutions began life in 1969 as Rural Housing Improvement,
in Westminster, Massachusetts. That year, our first grant
was submitted to the U.S. Department of Housing and Urban
Development. The grant was used to rehabilitate eight buildings
which were then sold to low-income families.

In 1977, RHI was selected by the National Demonstration Water
Project to participate in a program focusing on rural water
and wastewater issues in New England. We took on these new
responsibilities and quickly moved into the forefront of water
and wastewater management.
Our efforts on behalf of communities in Massachusetts to
develop and maintain safe, affordable housing, along with
our successful oversight of water and wastewater issues, lead
to RHI being named one of the two original RCAPs, a network that expanded into six
partnerships nationwide in 1979. |

Today, RCAP Solutions is headquartered in Gardner, Massachusetts
and has nearly 100 people at work in nine states, Puerto Rico
and the U.S. Virgin Islands, providing safe affordable housing;
building and managing water and wastewater facilities; helping
communities develop the critical infrastructure they need
to thrive; advocating on their behalf; and providing the training
and education that helps build know-how, expertise, and capacity.
